Launch the Locus desktop app in Tauri dev mode:

cd crates/locus-desktop && npm run tauri dev

Run this in the background so the user can interact with the app while continuing to work.

Note: First launch compiles ~450 Rust crates and takes ~2-3 minutes. Subsequent launches are fast (<10s).
