Use as the canonical way to create AND continuously improve skills. Triggers when turning a proven/repeated workflow into a skill, creating a skill from scratch, "make this a skill", "skillify this", "/upskill <name>"; and when capturing what a skill learned after a run, onboarding a skill to the documentation + improvement standard, setting up a learnings wiki, or deciding whether a skill's recurring decision should be retrained by optimise-skill. Prefer this over hand-rolling a skill so logging and improvement are wired in from day one.

Use when tuning/optimising/"training" a skill's judge-shaped rubric (a single text document that makes a recurring, scorable decision) against outcome-labelled evidence — e.g. "train the triage rubric", "optimise the reviewer-severity rubric", or the command "/optimise-skill <consumer>".
