Build and maintain the browser-based office dashboard for the harness company.

Scope

• Visualize .harness runtime state: missions, CXX status, hired workers, events, archive state, and ops exceptions.
• Treat the package repository as an installer/resource package, not as a project-specific runtime workspace.
• Work with CTO for app wiring, CDO for UI/UX, CQO for visibility requirements, and OPS for log surfaces.
