统一多通道通知工具 (system_notify)

发送分级通知到多通道（WebSocket/前端通知中心/远程平台），检测环境前置依赖，查询通知历史。

通知级别

级别	投递通道	说明
hint	仅返回文本给智能体	内嵌到回复中，不打扰用户
info	+ WebSocket → 前端通知中心	信息性通知

使用场景

1. 环境检测

用户问"我能用 Python 吗？" / "检查一下环境"时：

system_notify(action="check_prereqs")
→ 返回 python3/uv/node/go/brew 检测结果

2. 发送通知

需要通知用户时（如任务完成、错误告警）：

system_notify(action="send", level="info", title="任务完成", message="数据导出已完成", category="business")

3. 查询通知历史

system_notify(action="list_recent", limit=10)
→ 返回最近 10 条通知

错误处理

错误场景	处理方式
通知分发器不可用	返回 "not available" 错误信息
参数缺失	返回具体缺失字段提示
level/category 非法值	返回合法枚举提示

⚠️ 与 cron 协同：不要塞进 cron.command

system_notify 是 agent 内部工具，不是系统可执行文件。Rust cron daemon 不会 exec system_notify，把它填进 cron.create 的 command 字段会导致任务无效。

正确做法：在 cron.create 用 prompt 模式触发本工具：

到点后 Rust daemon 会把 prompt 作为新一轮消息回写原会话，agent 再调用 system_notify。详见 cron 技能文档。
