Phase 3: Compliance Analysis
Determine which regulations apply based on the interview. For each applicable regulation, explain briefly WHY it applies. For each non-applicable one, explain WHY NOT.

Phase 4: Document Generation
Generate each selected document as a separate markdown file in /legal/. Use exact values from the interview — no placeholder text like [INSERT NAME HERE]. Mark missing required values as ⚠️ REQUIRED: [description].
Set "Last Updated" to today. Set "Effective Date" to one week from today.

- Critical gaps: must be addressed before launch (e.g., no DPAs with sub-processors, no cookie consent, collecting sensitive data without explicit consent)
- High-priority recommendations: should be addressed soon
- Immediate action list:
- Legal/contractual: sign DPAs with sub-processors, register with ICO if UK-based, etc.
- Technical: cookie consent banner, "Do Not Sell" link, rights request form
- Operational: breach response training, ROPA documentation, DPO appointment
- When to engage a lawyer: children's data, health data, PIPL (China), financial services
- Regulatory registration requirements: UK (ICO), EU (national DPA), Singapore (PDPC via GoBusiness), South Korea (PIPC), Philippines (NPC), Colombia (SIC), Turkey (VERBİS), China (CAC)
Phase 6: File Summary
List every file created with its path and a one-sentence description. Remind the user:
