Use this skill to define the current source of truth for a governed program.

Workflow

1. Identify whether the program is remediation or greenfield.
2. List the current objectives and invariants.
3. Capture fresh evidence sources that justify the map.
4. Enumerate the eligible next packets.
5. Record which adapters are allowed for which packet types.

Hard Rules

• Do not create packet work directly from a transcript if a fresher artifact exists.
• Do not mark a packet eligible if its prerequisites are still unmet.
• Treat the objective map as durable operator truth, not a temporary note.
