Step 4: Draft with Citations
Reference applicable OR articles in substantive provisions. Example:

Step 5: Multi-Lingual Consistency
- Ensure legal terminology matches across language versions
- Specify which language version prevails

Step 6: Citation Verification
Verify all statutory citations using the legal-citations MCP:

format_citation(citation, lang) — format to target document language (DE/FR/IT/EN)
standardize_document_citations(text) — batch-standardize all citations in the draft
convert_citation(citation, from, to) — convert BGE↔ATF↔DTF if cross-lingual
For BGE citation strings: use swiss-caselaw → cite(decision_id) — never construct BGE citations manually.
Step 7: Quality Review

Court Document Structure
Klageschrift (Complaint / Demande / Azione)
Components (per ZPO Art. 221):
- Rubrum: Court designation, parties (plaintiff/defendant), subject matter, Streitwert
- Rechtsbegehren (Antrag): Specific relief requested. Must be clear and definite.
