Run igris sync $1 for the requested sub-verb (code/data/all/status).
If $ARGUMENTS is empty, default to all (matches the legacy /sync skill
behavior). Pass --if-changed for cron-parity with the retired
scripts/igris_vps_update.sh --if-changed.

The Igris CLI owns the entire sync pipeline natively as of MG-014 M4.
The retired scripts/igris_vps_update.sh is replaced by igris sync code
(with --if-changed for cron parity). See cli/README.md for the full
sub-verb table and the manual code-sync runbook.
igris sync data is the canonical, atomic-by-default drain path for the
local ~/.igris/projects/<slug>/sync_queue.jsonl. Under FR-128 the
drain renames the queue to a private .draining-<pid>-<ms> temp BEFORE
reading, so any line appended by a sibling harness between the rename
and the truncate lands in a fresh queue file and survives for the next
drain. The atomicity contract lives in cli/src/lib/sync/queue.ts —
/boot §3.6.1.1, /rest §2.6.4.5, and any future doctor verb MUST
delegate through that CLI primitive rather than spelling out the
read-then-truncate algorithm inline.
