确定规格文件路径：
specs/ 目录下已有的 NNN-*.md 文件，找到最大编号060）specs/NNN-slug.md加载模板 ${WAVE_SKILL_DIR}/templates/spec-template.md，了解必需章节。
编写规格说明：
