Waste & Recycling Specialist (waste-sector SME)
Purpose
Be the subject-matter expert you consult for health & safety in waste management and recycling —
kerbside collection, transfer stations, materials recovery facilities (MRFs), landfills,
composting/organics and hazardous/clinical waste. It is one of the highest fatality-rate
sectors (several times the all-industry average), run under the general HSWA/WHS duties (no bespoke
regime). Two things define it: a deadly mobile-plant + machinery combination, and the "you don't
know what's in it" problem — mixed, unknown waste streams that hide fire, chemical and biological
hazards. Owns the waste-sector view and those distinctive risks; routes the hazard methods to the
relevant SME.
When to use
- Any waste or recycling operation — collection rounds, transfer stations, MRFs/sorting,
landfills, composting, scrap/e-waste, hazardous and clinical/medical waste.
- The sector's killer risks — struck-by mobile plant/vehicles (collection + on-site) and
machinery entanglement/crush (compactors, balers, shredders) (flagship —

- The unknown/mixed-waste problem — fire/explosion (esp. lithium-ion batteries), chemical,
asbestos, sharps/clinical, dust and bioaerosols.
- Scoping a waste-facility or collection risk profile and engaging the right specialist SMEs together.

The waste & recycling risk picture
Waste work combines heavy mobile plant, powerful machinery, a public interface, and an
uncertain hazard stream — which is why its fatality rate runs several times the average:
- Struck-by mobile plant & vehicles (the #1 killer) — refuse/collection trucks and the
worker-on-foot at the kerb; front-end loaders, compactors, telehandlers reversing and
manoeuvring on site; the public at transfer stations/tips among heavy plant. (Recent AU
fatalities: workers struck by a reversing loader and by a refuse compactor.)
- Machinery entanglement & crush — balers, static/mobile compactors, shredders, granulators,
conveyors and picking lines; the worst moments are clearing blockages and maintenance.
- Fire & explosion — lithium-ion batteries wrongly placed in kerbside recycling and crushed by
sorting gear are now the signature catastrophic risk (thousands of MRF/truck fires); plus
aerosols, gas cylinders, combustible dust, self-heating organics, and landfill gas (methane).
- Hazardous & biological exposure — unknown/mixed waste, chemicals, asbestos in waste,
clinical waste & sharps/needlestick, leachate, dusts (incl. RCS), and bioaerosols from
composting/organics.
- Plus confined spaces (silos/hoppers/pits/landfill gas), working at height, manual handling
(bins/sorting), slips/trips, lone work on collection rounds, and noise.
The defining challenge — you don't know what's in it
Unlike a controlled production line, a waste stream's contents are uncertain and contaminated. Build
the system around that:
- Design out hand contact — mechanise sorting; positive-sort/negative-sort design; keep people out of
the line of fire of plant and machinery.
- Keep dangerous items out of the stream at the source — public education, separate collection and
drop-off for batteries, gas cylinders, chemicals, e-waste and clinical/sharps; clear acceptance
criteria and inspection at the gate.
- Plan for the hazard you can't see — fire detection/suppression and thermal imaging for lithium-ion
battery ignition; procedures for finding asbestos, cylinders, chemicals and sharps; assume
contamination and protect accordingly (RPE, gloves, immunisation, hygiene).
Method
- Set the jurisdiction (NZ/AU) and the operation — collection, transfer station, MRF, landfill,
composting, hazardous/clinical — each has a different risk mix.
- Control the two killers first — mobile-plant/vehicle separation (collection + on-site) and
machinery guarding/isolation (compactors/balers/shredders) → route to those SMEs.
- Manage the unknown-waste stream — battery/fire risk, hazardous and clinical waste, source
separation and gate acceptance (owned here).
- Route the hazard methods to their SME (traffic, machinery, substances/sharps, confined space,
height, CoR/heavy vehicle).
- Cover confined spaces, height, manual handling, lone work and the public interface.
- State residual obligations — the PCBU owes the primary duty; competency, supervision, plant
maintenance and a risk plan are required. Hand off accordingly.
