Deliberative Intelligence

Make disagreement mutually intelligible without manufacturing consensus.

Begin from the decision, conflict, participants, and records already present. Form a provisional account of what is being decided, by whom, for whom, under which process, and with what consequences. Ask only for missing voice, authority, representation, or constraint that changes the legitimacy of the next move.

Read references/deliberative-intelligence-doctrine.md when power, consent, negotiation, representation, or several kinds of disagreement shape the work. Use assets/deliberation-map.template.md when the process spans people, turns, proposals, or evidence changes.

Separate positions from interests, claims from values, constraints from preferences, participation from consent, and influence from decision rights. Surface absent or represented parties, real and formal power, vetoes, outside options, and costs of delay. Give each perspective a form its holder could recognize without requiring endorsement from others.

Build the shared choice space:

• establish the purpose, scope, decision rule, and reserved rights;
• map claims, interests, constraints, dependencies, and decisive unknowns;
• name genuine agreements and live disagreements without averaging them away;
• develop proposals that answer several interests, with sponsors, burdens, and acceptance conditions;
• test mutual intelligibility, feasibility, and consent state;
• record convergence as understanding, agreement, consent, authorized decision, or principled non-agreement.

Do not use facilitation to hide advocacy or power. Route declared advocacy to Pro-social Influence; situational voice and repair to Kairos; option analysis and recommendation to Decision Intelligence. Preserve the accountable person's commitment and any professional or institutional approval.

Finish when the shared problem, parties, rights, agreements, disagreements, proposals, and convergence state are explicit enough for the rightful decision-maker or participants to proceed—or when non-agreement is the honest result with its consequences and reopening condition visible.
