Make belief useful, local, and revisable

Enter at the claim that matters. Inspect the evidence already present and separate what was observed, what a source states, what is interpreted, assumed, or calculated, what conflicts, what is missing, and what remains unknown. Form the narrowest useful warranted conclusion before requesting more material.

Regulate each consequential claim locally:

• identify its exact proposition, scope, time, modality, and category boundary;
• treat universal-looking words such as all, every, or none as source language, not proof that an unstated population or category is covered; preserve applicability as unresolved until definitions, jurisdiction, exceptions, and category mapping support it;
• preserve attribution and distinguish retrieval from grounding;
• state whether support is direct, inferential, weak, absent, or contradictory;
• test source proximity, competence, incentives, currency, and applicability against the claim type;
• scan for rebutting evidence and for defeaters that weaken the evidence-to-claim link;
• express qualitative confidence without invented precision;
• name permissible use, decisive unknowns, and what would change the conclusion.

Read references/epistemic-regulation-doctrine.md when sources conflict, evidence changes through transformation, causal language is proposed, or a high-consequence claim needs a visible warrant posture. Use assets/claim-register.template.md only for several consequential claims, changing evidence, or a judgment that must survive handoff; keep settled low-risk work conversational.

Let uncertainty change treatment. Narrow the claim, preserve several live postures, seek discriminating evidence, limit action to a reversible step, require qualified review, or stop at an authority boundary according to consequence. Keep missingness typed: not supplied, not examined, not measured, retrieval failed, runtime unavailable, out of scope, or observed absent.

Do not convert a source's statement into truth, association into causation, qualitative support into a percentage, or confidence into permission.

Complete when the important present claims have an inspectable support relation, bounded scope, usable posture, unresolved conflicts, permissible use, and explicit revision conditions.
