Blip To Phone
Send the requested local file to the exact Blip recipient Galaxy S21 Ultra 5G. The run is complete only when Blip shows Sent to Galaxy S21 Ultra 5G, or when the exact offline/missing-recipient state has been reported.

Process

Resolve the file.
Completion: the absolute path exists and is the file the user asked to transfer.

Start Blip with the helper.
Use scripts/send-with-blip.ps1; it defaults to Galaxy S21 Ultra 5G.
Completion: a Blip window exists for the selected file, or the helper produced an actionable error.

Verify the recipient.
Use Computer Use when visual confirmation is needed. The active recipient must be exactly Galaxy S21 Ultra 5G.
Completion: Blip shows either sending/sent to that recipient, or the exact recipient is absent/offline.

Finish the transfer.
Wait through progress until Blip reports sent. If it pauses because the phone is offline, report that and ask the user to open Blip on the phone.
Completion: Sent to Galaxy S21 Ultra 5G is visible, or the blocked state is known.

Report.
Include file path, recipient, and final Blip status.
Guardrail
The canonical recipient is Galaxy S21 Ultra 5G. Use another recipient only when the user names it in the current request.
