Handoff

Pause a whole workstream without transferring or resetting its current TDD task.

Require explicit user direction to pause the named lane/summary.
Read the sidecar project, active TRACK.md, current TASK.md, contract, and any prior handoff. Reject a non-ACTIVE track.
Record the pause point, branch, relative worktree, last commit or explicit dirty-state decision, validation, contract impact, risks, and resume steps in HANDOFF.md using the packaged template.
Set TRACK.md status to PAUSED and retain current_task unchanged.
Report the sidecar record locations and any manual Git state decision.

Do not create a token, move a task between tracks, create a worktree, or change task lifecycle solely because the workstream is paused.
