Use when the current session needs an answer or a work product from a model on ANOTHER vendor's stack - a second opinion from a different model family, a cheap fast model for bulk work, or a cross-model review - by dispatching that vendor's own CLI as a one-shot worker. No orchestration framework required; if a Brigade roster exists, prefer `brigade run --worker` instead.
Use when setting up, checking, writing, linting, or troubleshooting Brigade memory handoffs for a repo or agent workspace, especially when a user wants durable agent memory, handoff inboxes, cross-harness memory routing, or a safe first Brigade setup.
Use when asked to find bugs, hunt for correctness issues, sweep a codebase for defects, or verify a repo behaves as intended. Not for style or architecture review; this is defect-finding only.
Use when about to claim anything works, is fixed, is complete, or passes - before committing, replying to the user, or moving to the next task. Also use when relaying a subagent's or tool's success report, and especially at the end of a long session when the pull to say "done" is strongest.

Extract a procedure you keep repeating into a SKILL.md an agent can discover and follow. The input is a script, a shell history pattern, a runbook, or "the thing we just did"; the output is an installable skill.
Make a skill when the technique was not obvious the first time, will recur across projects, and involves judgment. Do not make a skill for one-off fixes, things a linter or script can fully enforce (automate those instead), or project-specific conventions (those belong in the project's CLAUDE.md or AGENTS.md).

The description field is load-bearing: agents read it to decide whether to load the skill. Describe WHEN to use it (symptoms, triggers, situations), never summarize the workflow, or agents will follow the one-line summary instead of reading the skill.

Hand the skill to a fresh agent (subagent or new session) with a realistic task that should trigger it. If the agent misapplies a step or asks a question the skill should have answered, the skill has a gap; fix it and re-test. An untested skill is a guess.
