ACS skill package edits

Conform to [AGENT-SKILLS] (spec/ACS-v0.1.md Section 10): name MUST match parent directory; description 1–1024 chars with trigger keywords.
Prefer narrow skills (acs-normative-edit, acs-sync-templates-examples, …) over one oversized skill; add a new directory when scope is distinct.
Update every .ai/index.md that should list the skill (root, templates if applicable).
Run pwsh ./scripts/Verify-AcsRepo.ps1.

For normative spec edits use acs-normative-edit; for template/example sync use acs-sync-templates-examples.
