GitHub Actions Security Review

Threat model

Assets include source, repository write access, releases/packages, environments, cloud identities, secrets, caches, artifacts, self-hosted infrastructure, and downstream consumers. Adversaries may control pull-request code, branch/file names, issue text, action dependencies, artifacts, compromised credentials, or a runner.

Trust-boundary map

Classify each job by:

event and actor
checked-out/refetched code
GITHUB_TOKEN scopes
available secrets
OIDC audience and cloud role
cache/artifact inputs
runner persistence and network reach
repository/environment protections
side effects

A job is only as trusted as its least-trusted executable input.

Review procedure

1. Privileged event audit

Search for pull_request_target, workflow_run, issue_comment, repository_dispatch, workflow_dispatch, reusable workflows called by privileged jobs, and scheduled maintenance jobs.

For pull_request_target:

• default checkout is base-branch code, not PR code;
• never fetch/checkout/execute fork head with repository secrets or write token;
• do not use allow-unsafe-pr-checkout as a convenience;
• use the REST/GraphQL API to inspect changed-file metadata when possible;
• split untrusted build from privileged reporting/publishing and verify the handoff artifact.

GitHub’s 2026 checkout hardening blocks common fork-head patterns, but it does not make arbitrary git, gh, curl, artifact, or script ingestion safe.

2. Token and permission audit

• Require top-level deny-all and minimum job scopes.
• Distinguish repository token, PAT, GitHub App token, OIDC token, cloud credentials, registry token, and signing identity.
• Verify token lifetime, audience, subject conditions, branch/environment claims, and cloud-side policy.
• Ensure third-party actions do not receive a broader token than their task requires.
• Ensure pull-request comments/status writes are isolated from code execution.
• Check reruns: the triggering actor may differ, but privileges can follow the original actor.

3. Secret flow audit

Trace every secret from source to consumer and logs. Check:

• fork/Dependabot availability;
• secrets: inherit expansion;
• command-line exposure, environment dumps, debug tracing, process listings;
• masking limitations and transformed/encoded values;
• artifacts, caches, test snapshots, release notes, and job summaries;
• cleanup and credential revocation after partial failure.

Never reproduce a live value in findings.

4. Dependency and action audit

• Full-SHA action pins, digest-pinned images, checksum-verified downloads.
• Action ownership, maintenance, release provenance, pre/post, Node runtime, network behavior, and requested token.
• Dependency update automation and review gates.
• Composite/local actions and scripts reviewed as executable code.
• No remote installer script piped directly into a shell in a privileged job.

5. Cache and artifact poisoning audit

For each cache/artifact, identify producer trust, namespace, key, mutability, retention, and consumer privilege.

Reject patterns where:

• untrusted PR cache is restored into release/deploy jobs;
• artifact selection uses only a user-controlled name;
• privileged workflow_run downloads artifacts without verifying repository, run, event, SHA, and expected digest;
• extracted archives allow traversal, symlinks, device nodes, or overwrite of executable paths;
• mutable build output is treated as source provenance.

6. Runner audit

GitHub-hosted runners are ephemeral, but still require least privilege and egress control. For self-hosted runners inspect:

• ephemeral versus persistent lifecycle;
• public-fork admission;
• tenant/repository isolation;
• network/metadata-service access;
• container/VM boundary and privileged Docker socket;
• labels and routing controls;
• patching, image provenance, cleanup, autoscaling, logs, and incident containment.

Never route untrusted public pull requests to a persistent trusted runner.

7. Environment, deployment, and release audit

• Protected environments, branch/tag allowlists, required reviewers, wait/custom rules, concurrency locks.
• OIDC subject bound to repository/ref/environment, not a wildcard organization.
• Immutable artifacts promoted between stages; do not rebuild independently for production.
• Deterministic source archive, SBOM, manifest, checksums, signatures/attestations, and verification instructions.
• Plan gates: private Artifact Attestations require GitHub Enterprise Cloud; public repositories support them on all plans.
• Rollback covers code, schema/state, packages, releases, cloud resources, and credentials.

Finding threshold

Publish a vulnerability only with a feasible path:

attacker-controlled input
+ reachable privileged execution or confused-deputy boundary
→ affected asset
→ concrete impact

Separate vulnerability, material risk, and hardening recommendation. Falsify against event semantics, repository settings, branch protection, environment policy, and actual caller behavior.

Required validation

• actionlint and zizmor at current pinned versions;
• repository-specific permission/pin/template-injection validators;
• fork PR and same-repo PR fixtures;
• negative OIDC claim/policy tests;
• cache/artifact provenance tests;
• archive extraction adversarial fixtures;
• self-hosted runner isolation evidence;
• final workflow diff and observed Actions run.

Immediate stop conditions

Stop before using discovered credentials, opting out of checkout protections, executing untrusted PR code with secrets, publishing a release, changing cloud policy, or rotating/revoking credentials without exact authorization.
