Use this Skill only for evaluation of durable human-in-the-loop recovery. Compute a generic note proposal, pause for editable durable approval, then return a private Artifact reference and bounded user text. Never create or update Entry, Tag, Relation, or Draft rows. Never call HTTP or external systems.
