Use to audit and reconcile the file board. Detects ID collisions, orphaned tickets, STATUS-vs-body lane drift, and stale Awaiting-Owner items, then rebuilds STATUS.md from the folder (the source of truth). Run it whenever STATUS feels out of sync — the file board's index lags by design.

Use when bringing an existing pile of docs, tickets, or notes (a folder of markdown, an exported wiki, a legacy docs/ tree) INTO this workspace's file board. Classifies each item into backlog / bugs / decisions / project-docs, proposes a mapping for the Owner to approve, then writes. Never bulk-imports blind.

Use when opening a new backlog or bug ticket. Enforces search-before-open, derives the ID from the folder (not STATUS), runs the 4-signal autonomy rubric to decide auto-vs-ask, writes the file from the template, and updates STATUS.md.

Use when finishing a ticket. Enforces the evidence bar (tests/build with counts, observed behavior), fills the Outcome section, requires an explicit harness-delta, and moves the lane in STATUS.md. Refuses to close on vibes.
