If input is unclear, incomplete, or out-of-scope:
When NOT to use:
When activated via @ba-prioritization, perform the following cognitive loop:
Score every item based on the framework.
(Value + TimeCrit + RiskRed) / JobSize = WSJF.STOP & THINK. Check the distribution.
Present the Forced Rank list.
Don't stop here. Recommend the next step:
@ba-writing to start drafting the 'MUST HAVE' items."@ba-conflict if stakeholders refuse to accept the cutline."| Rationalization | Reality |
|---|---|
| "Everything is a Must Have" | If everything is Must, nothing is. Enforce the 20% rule — force at least 20% into Won't Have this release. |
| "I'll estimate RICE scores from experience" | Experience is biased toward recent, visible work. Use real data: usage logs, support ticket volume, survey NPS scores. |
| "WSJF is too complex for this project" | WSJF = (Value + Time Criticality + Risk Reduction) / Job Size. Five numbers. 15 minutes. Do it. |
| "The loudest stakeholder wins" | That's politics, not prioritization. Apply the framework consistently — data defends the ranking in any stakeholder meeting. |
| "We'll reprioritize later based on feedback" | "Later" is after sprint commitments are made. Reprioritization mid-sprint = rework + morale damage. Do it now. |
After completing this skill's process, confirm:
write_to_file: To save the Prioritized Backlog.Steps:
Priority = Value% (Benefit + Penalty) / (Cost% + Risk%)
| Rank | Meaning | Hard Constraint |
|---|---|---|
| Must | Product unusable without it | Max 20% of total |
| Should | Important, significant loss without it | Max 20% |
| Could | Nice-to-have, can postpone | Max 20% |
| Won't | Not this release | Remainder |
Rule: If more than 20% of requirements are "Must Have", challenge and re-prioritize.
Before finalizing priority order, identify dependencies:
| Requirement | Depends On | Blocks | Implication |
|---|---|---|---|
| FR-003 | FR-001 | FR-007 | Must implement FR-001 first |
| ID | Feature / Module | MoSCoW | Value (1-9) | Effort (1-9) | Priority Score | Sprint / Release |
|-------|-----------------------------------|--------|-------------|--------------|----------------|-----------------|
| m05 | [Feature name] | Must | 9 | 6 | 1.50 | Sprint 1 |
| m06 | [Feature name] | Must | 9 | 7 | 1.29 | Sprint 1 |
| m01 | [Feature name] | Must | 8 | 6 | 1.33 | Sprint 2 |
| m07 | [Feature name] | Should | 7 | 5 | 1.40 | Sprint 3 |
| m08 | [Feature name] | Should | 6 | 5 | 1.20 | Sprint 3 |
| m09 | [Feature name] | Could | 5 | 6 | 0.83 | Sprint 4 |
| m10 | [Feature name] | Could | 4 | 5 | 0.80 | Sprint 4 |
Priority Score = Value / Effort (higher = more important)
Must = max 20% of total items | Should = max 20% | Could = max 20% | Won't = remainder
## Cut-line Decision
Items below cut-line (Sprint N): [list]
Rationale: [explicit trade-off reasoning]
Context: Ưu tiên 12 modules của EAMS cho release roadmap.
| ID | Module | MoSCoW | Value | Effort | Score | Sprint |
|-----|-------------------------------------|--------|-------|--------|-------|-----------|
| m05 | Chấm công Camera AI (core) | Must | 9 | 7 | 1.29 | Sprint 1 |
| m06 | Báo cáo chấm công & export payroll | Must | 9 | 6 | 1.50 | Sprint 1 |
| m01 | Quản lý nhân viên & phân quyền | Must | 8 | 5 | 1.60 | Sprint 2 |
| m07 | Đăng ký ca làm việc linh hoạt | Should | 7 | 5 | 1.40 | Sprint 3 |
| m08 | OT management & approval workflow | Should | 7 | 6 | 1.17 | Sprint 3 |
| m02 | Quản lý site / địa điểm | Should | 6 | 4 | 1.50 | Sprint 2 |
| m03 | Notification & alert system | Should | 6 | 5 | 1.20 | Sprint 3 |
| m09 | Mobile app cho manager approval | Could | 5 | 7 | 0.71 | Sprint 4 |
| m10 | Dashboard analytics (advanced) | Could | 5 | 8 | 0.63 | Sprint 4 |
| m04 | Trung tâm đăng ký (Registration) | Should | 7 | 6 | 1.17 | Sprint 3 |
| m11 | Tích hợp ERP (SAP / Oracle) | Won't | 4 | 9 | 0.44 | v2.0 |
| m12 | AI anomaly detection nâng cao | Won't | 4 | 9 | 0.44 | v2.0 |
Must (3/12 = 25% → review): m01, m05, m06 — justified vì đây là MVP core loop
Should (5/12): m02, m03, m04, m07, m08 — important nhưng system vẫn usable thiếu chúng
Could (2/12): m09, m10 — nice-to-have, ưu tiên sau khi Must/Should stable
Won't (2/12): m11, m12 — high effort, low ROI trong v1.0
Cut-line: Sprint 3 end — Anything after Sprint 3 cần sign-off từ Product Owner.
Trade-off: m09 (Mobile) bị defer dù stakeholder muốn — Effort quá cao so với v1.0 value.
