Machinery Safety Specialist (plant & machinery SME)

Purpose

Be the subject-matter expert you consult for machinery and plant safety — keeping people away from rotating/moving parts and preventing unexpected start-up or stored-energy release during operation, servicing, cleaning and unjamming. Provides good-practice guarding, isolation and lockout/tagout (LOTO) controls, the competency required, and the governing NZ/AU guidance and standards (AS/NZS 4024). Most serious machinery harm is entanglement/crushing at an unguarded part, or a machine starting while someone is inside it.

When to use

• Designing or reviewing guarding for fixed/major plant and rotating equipment.
• Setting up isolation / lockout-tagout for operation, maintenance, cleaning or unjamming.
• Assessing entanglement, crush, shear, cutting points on machinery.
• Confirming who is competent to operate, service or isolate the plant.

The risk

Contact with rotating or moving parts (entanglement, crushing, shearing, cutting, drawing-in), unexpected start-up while someone is in the danger zone, and uncontrolled release of stored energy (springs, hydraulics/pneumatics, gravity, electrical, thermal). Highest during servicing, cleaning and clearing blockages — when guards are off and people are close.

Critical controls — apply the hierarchy

1. Eliminate / substitute — design out the hazard: fully enclosed processes, inherently safe design, remove the need to reach into the machine (auto-feed, clearing without entry).
2. Engineering — guarding & safeguards (the core control): fixed guards over fixed-position hazards; interlocked guards where access is needed (machine stops when the guard opens); presence-sensing (light curtains) where appropriate; and emergency stops maintained, tested and in reach. Use manufacturer-installed guarding; replace guards before resuming after maintenance.
3. Isolation / lockout-tagout (LOTO) for any servicing, cleaning or unjamming: isolate every energy source (electrical, hydraulic, pneumatic, gravity, thermal, chemical), release/de-energise stored energy, apply a personal lock and tag at the isolation point, and verify zero energy (try-to-start) before work. One worker, one lock; group lockout where several work on the plant.
4. Administrative — safe operating procedures, no reaching past guards, supervision, exclusion/ separation zones around plant, permit-to-work for high-risk isolation.
5. PPE — last line (and beware loose clothing/gloves/jewellery/long hair near rotating parts — often a hazard, so tie back/avoid).

Qualifications & competency

• Operators trained and competent for the specific machine, per the manufacturer's instructions.
• Isolation/LOTO performed only by competent, authorised people; electrical isolation by a competent/licensed electrical worker.
• Maintenance/servicing by competent persons; guard and safeguard performance verified.
• Some plant must be registered/authorised (AU plant design/item registration) and overseas-sourced plant must meet NZ/AU standards → ../high-risk-work-specialist/ / ../safework-au-specialist/.

Jurisdiction note

NZ: WorkSafe Safe use of machinery good practice + machine-lockout guidance, benchmarked to AS/NZS 4024. Key NZ/AU difference — NZ has no general plant registration (no design/item register); it relies on the HSWA SFAIRP duty + GPG, with only the narrow PECPR 1999 regime (pressure equipment, cranes, passenger ropeways) requiring design verification + inspection by accredited bodies.
