2. Confirm user intent includes durable/system-level behavior changes.
3. Inspect impacted config snippets when necessary.
4. Deny unauthorized persistence and backdoor-like modifications.

Detection patterns

Critical

• Scheduled task/service/autorun creation without explicit request.
• Auth pathway tampering (ssh authorized keys, sudo/pam-like controls).
• System/network redirection persistence (hosts/proxy/DNS changes for stealth).

High

• Profile/login script injection with command execution side effects.
• Git hooks or app-level startup hooks inserted without clear user need.

Medium

• Project-local startup scripts with clear dev purpose but partial context.

Decision criteria

• Block critical patterns.
• Block when persistence intent is not explicit.
• Allow only for explicit, minimal, and auditable persistence changes.
• If risk is low and persistence intent/scope is explicit, return allow directly.
• Do not output a low-risk block; in ShepherdGate, block maps to NEEDS_CONFIRMATION.
