Keep tracked edits, generated cleanup candidates, and ignore proposals in
separate buckets.
Prefer one-shot cleanup for ephemeral outputs. Add or tighten ignore rules
only when the noise is recurring and the repo scope is clear.
Re-check the affected repo or submodules after the cleanup plan and report
anything intentionally left dirty.
Guardrails:
Do not delete or ignore anything that could be a user-owned source change.
Do not expand ignore scope across repo boundaries without a concrete
ownership reason.
Do not claim the hygiene pass is complete unless the affected repos were
re-checked.
