Analyse the content and determine the best emOS home using the Content Routing table in
.agents/conventions.md — the single
source of truth for content-type → destination. Follow its rules verbatim, including that
project-local types (design-doc, prd) need a parent project.
Project association. Detect whether the page relates to an active project in 03-projects/ (title, slug, or topic overlap). If so, set projects: [slug] on the inbox file (and carry it to the final destination when moved). If a project is likely but not certain, ask. This makes the page appear in the project's hub on the next project-sync.
