Resource Availability Check

When to use

A project request needs a resource/availability check. Requires a data source bound by the admin.

What it does

1. data_query — Query a granted data source (read-only).
2. calculation — Evaluate a deterministic expression.
3. branch — Branch on a prior result; end the skill.

Notes

Execution is deterministic — the engine runs steps.yaml; this file is what the department agent reads to select the skill. Admins may edit both.
