项目调查中以下情况必须拉用户参与：
触发用户参与时，必须使用选择题形式，而不是开放式追问。至少给出“我的理解”“另一种可能理解”等选项，并明确推荐项。
必须生成 项目理解报告，至少包含：
business-design 或 implement-verify 阶段发现理解与现实冲突，应回退到本阶段完成需求理解、业务闭环和验收口径设计。Invoke after routing or investigation, before any detailed technical design or coding.
把业务设计转成模块、接口、数据和实现方案。Invoke after business design is accepted and before coding starts.
做收尾检查并归档流程总结文档。Invoke only after review-hard confirms the task can be closed.
判断当前开发任务应走哪条流程并声明状态。Invoke when a new development request starts or when scope changes significantly.
执行编码并输出编码报告。Invoke after detailed design is ready and the user has accepted key decisions.
做严格审查并判断是否达到收尾条件。Invoke when implementation and initial verification are finished.
