Hard rules
- Never invent $/% savings. Stats/report are measured bytes/docs only.
- Network from scripts is refused — use
eap_fetch*.
- Default hooks nudge; hard deny only if
.eap/routing-enforce exists.
- Prefer lossless
eap_search chunks over paraphrasing offloaded bodies.
