Add a single new Claude Code plugin to a Hermes installation via the `hermetic` CLI. Use when the user asks to add, install, register, or sync a new plugin in a `plugin-sync.yaml`. Produces the YAML diff and STOPS for explicit approval before running `hermetic sync`. Does NOT remove, list, or inspect plugins — for those, the user should invoke the `hermetic` CLI directly.
