/skills — Skill Management Router
This is the entry point for managing skills. Based on the user's intent, route to the appropriate sub-skill:
skills is a callable namespace root. Turning on skills equips both this router
and the descendant skills under skills:* through namespace targeting; it does
not need explicit dependencies frontmatter for those descendants.
