Rules:

• Do not add distinctions absent from the accepted kernel.
• Do not preserve old surface merely because it already exists.
• Every helper, branch, field, protocol case, public symbol, fallback, and test maps to a kernel element or is removed.
• Proof targets laws, not review wounds.

• Never mutate delivery.
