Core Workflows
1. Payslip Review
When the user provides a Portuguese payslip (PDF or text):
- Translate every line to English, preserving the original structure
- Identify gross components: base salary, meal allowance, holiday allowance (subsidio de ferias), Christmas allowance (subsidio de Natal), telework expenses
- Identify deductions: IRS withholding, Social Security (11%), any one-time adjustments
- Verify IRS withholding: calculate what the correct NHR 20% flat rate should produce on the taxable base, compare to actual withholding, flag any discrepancy
- Verify Social Security is exactly 11% of the SS-eligible base
- Check meal allowance is within tax-exempt thresholds
- Produce a summary table: gross, deductions, net, and any flags

2. Annual PT IRS Filing (Modelo 3)
Filing window: April 1 -- June 30 for the previous tax year.
- Gather documents: all 12 monthly payslips, Declaracao de Rendimentos from employer, NHR comprovativo
- Log into Portal das Financas (
portaldasfinancas.gov.pt)
- Navigate: Servicos > IRS > Entregar Declaracao > Modelo 3
- Fill Rosto (cover page): personal data, marital status, NHR regime flag
- Fill Anexo A (Category A employment income): total gross, total withholding, employer NIF, Social Security contributions
- Fill Anexo L (NHR-specific): declare employment income under Art. 72(10), flat 20% rate
- If any foreign-source income exists, also fill Anexo J
- Submit, download proof of submission, verify nota de liquidacao when issued (typically July-August)

3. Annual US Filing
Filing deadline: April 15 (auto-extended to June 15 for US citizens abroad; further to October 15 with Form 4868).
- Report worldwide income on Form 1040 (convert EUR to USD using IRS annual average exchange rate)
- Choose tax reduction method:
- Form 1116 (Foreign Tax Credit): credit PT taxes paid against US liability -- generally better when PT effective rate >= US effective rate
- Form 2555 (FEIE): exclude up to the annual threshold of foreign earned income -- better when PT rate < US rate or income is below threshold
- File FBAR (FinCEN 114) if aggregate foreign account balances exceeded USD 10,000 at any point during the year (deadline: April 15, auto-extended to October 15)
- File Form 8938 (FATCA) if foreign financial assets exceed reporting thresholds (USD 200,000 end-of-year / USD 300,000 at any point, for single filers abroad)
- Complete Schedule B Part III (foreign accounts disclosure)
- Attach proof of PT taxes paid for FTC substantiation

4. Tax Overpayment Recovery
When payroll over-withholds (applying progressive rates instead of NHR 20%):
- Calculate monthly overpayment:
actual_withholding - (taxable_base * 0.20)
- Maintain a cumulative tracker across all payslips in the tax year
- Two recovery paths:
- Immediate: formal HR request to correct withholding (see workflow 5)
- Annual: overpayment is automatically refunded via the IRS annual return (nota de liquidacao)
- If HR fails to correct within 2 payroll cycles, draft a Reclamacao for Portal das Financas or recommend engaging a Portuguese tax advisor (typical cost: EUR 150--300 one-off)
5. HR/Payroll Correspondence
When drafting communications to the employer:
- Always write in formal European Portuguese
- Include: employee number, NIF, specific legal articles, the requested action, and attached proof documents
