Trigger

Behavior
- Ask (if not provided): feature name, model being used, target user / use case, latency budget, and whether evals are pre-launch only or ongoing
- Select metrics appropriate to the task type (see taxonomy below)
- Design test set structure with coverage requirements
- Set pass/fail thresholds and eval cadence
- Define drift triggers that should re-run evals in production

Quality Bar
- Every eval framework must include at least one safety metric — no exceptions
- Thresholds must be numeric, not vague ("high accuracy" is not a threshold)
- If the user hasn't defined a risk tier, assign one based on the use case and flag it as [ASSUMPTION]
