Use this skill whenever the user wants to add, register, or onboard a new L2 chain, mentions a chain that isn't in the mapping yet, asks how to track settlement or DA costs for a new chain, or says anything like "add chain", "new chain", or "register chain" in the context of the economics or DA mapping.
