Spec Tests: Intent-Based Testing for LLM Development

Spec tests are intent-based specifications that Claude evaluates as judge. They capture WHY something matters—making them cheat-proof for LLM-driven development.

The TDD Flow

1. Plan       → Define what you're building
2. Spec (red) → Write intent tests (they fail - no implementation yet)
3. Implement  → Build the feature
4. Spec (green) → Tests pass (Claude confirms intent is satisfied)

Structure: H2 = test group, H3 = test case, intent = required statement, code block = expected behavior.

Critical: Intent statement must appear immediately above the code block, between the H3 header and the assertion block. Section-level intent does not count—each test case needs its own WHY directly before its code block.

Each test must include a fenced code block. Missing code blocks are skipped with [missing-assertion].

Running Tests

Re-running failures: Each test costs an LLM call, so full suite re-runs add up. When a run has failures, the runner saves them to .spec-tests-failures.json. After fixing code, use --rerun-failed to re-evaluate only what broke — skipping tests that already passed.

The failure file is deleted automatically when all tests pass.

Timeout: 60-300 seconds per test.

Why Intent Matters

LLMs can "game" tests by changing them instead of fixing code.

Without intent (skipped with [missing-intent]):

Claude-as-judge evaluates: Does it satisfy the UX requirement? Relaxing threshold → [intent-violated].

Intent properties:

• Required — Missing intent → [missing-intent] skip before evaluation
• Per-test — Each test needs its own WHY above the code block
• Business-focused — Why users/product care, not technical details
• Evaluative — Catches "legal but wrong" solutions

Evaluation Model

The LLM-as-judge evaluates both the assertion AND the intent for every test:

1. Pre-check: If intent statement is missing, the test fails immediately with [missing-intent]. The assertion is not evaluated—evaluation without intent is undefined.

2. Dual evaluation: For tests with intent, Claude checks:

   • Does the assertion pass? (literal check)
   • Does the implementation satisfy the intent? (semantic check)

   The test passes only if both are true.

3. Intent violation: If the assertion passes but the intent is violated (e.g., gaming thresholds), the test fails with [intent-violated].

This dual evaluation catches "legal but wrong" solutions that traditional assertion-only testing misses.

Error Codes

Runner errors (caught before LLM evaluation):

Code	Meaning	Status

[missing-target]	Spec file has no target in frontmatter	Fatal (exit 1)

Structural issues ([missing-intent], [missing-assertion]) produce SKIP status — they don't count as failures, don't pollute --rerun-failed, and don't cause exit code 1.

Judge error codes (returned by LLM evaluation):

Response Format

The judge outputs JSON that runners parse:

The reasoning field should be brief (~100 characters) and include the error code when failing.

Strictness Rules

The judge follows these principles:

• No benefit of doubt — Ambiguous cases fail with [ambiguous]
• Complete implementations only — Stubs and TODOs fail with [not-implemented]
• Intent over letter — Passing assertion while violating intent still fails

Business-Focused Intent

Intent explains why USERS or the PRODUCT care, not technical implementation details. Intent answers: "What breaks for the user if this test fails?"

Bad intent (technical implementation):

We use a HashMap with O(1) lookup so this should be fast.

The good example explains user impact. The bad example describes implementation details that don't help the judge understand what matters.

Porting Tests Across Languages

Intent is preserved when porting code between languages—the business reason doesn't change, only the assertion syntax.

The intent statement is identical—user perception of lag doesn't change with implementation language. Only the assertion syntax changes.

One Behavior Per Test

Each test should cover a single behavior. When tests combine multiple behaviors, failures become ambiguous—you don't know which behavior broke. This also makes tests harder to understand and maintain.

Writing Tests for Multiple Targets

When a spec file targets multiple files, each test must explicitly reference which target it validates. This prevents ambiguity and catches drift between targets.

## Error Handling

### Documents Error Codes

Users need to know what error codes the API returns. Without this, they
can't write proper error handling in their applications.

### Implementation Returns Documented Errors

The API must return the error codes that the docs promise. If implementation
drifts from docs, users get unexpected errors their code can't handle.

### Tests Cover Error Cases

Tests must verify error handling works. Without test coverage, regressions
can ship and break user applications.

Key principle: Start each assertion with Given the <target> file so the judge knows exactly which file to evaluate. When behavior spans multiple targets (docs describe it, code implements it, tests verify it), write separate tests for each—this catches drift between them.

Tests That Apply to Multiple Files

When the same requirement applies to multiple targets, list them together in the Given clause. The judge evaluates whether ALL listed files satisfy the assertion.

Single file:

When to use multi-file Given:

• Documentation and implementation must match
• Multiple implementations of the same interface
• Config files that must stay in sync
• Any case where drift between files would break users

When to use separate tests:

• Files have different roles (one documents, one implements, one tests)
• You need different assertions for each file
• Failures should pinpoint exactly which file is wrong

Testing Meta-Content (Prompt Files)

When testing files that contain LLM instructions (like prompt templates), the judge can confuse the target content with its own instructions. The judge sees "output JSON only" in the file being evaluated and thinks it's being told what to do, rather than checking if the file contains that text.

The fix: Add explicit framing in the intent statement telling the judge to treat the file as a document to inspect, not commands to follow.

• Testing documentation that describes behaviors
• Any file where content could be mistaken for instructions

Missing intent = immediate skip. The runner skips tests without intent statements before evaluating behavior. Skipped tests don't cause exit code 1.
