CI Cost, Throughput, and Resource Optimization

Objective

Reduce feedback time and normalized resource consumption while preserving test strength, determinism, isolation, and release correctness. A lower bill with weaker gates is not an optimization.

Measurement contract

Record over a representative window:

• event volume and duplicate/superseded runs;
• queue time, setup time, execution time, critical path, p50/p95/p99;
• job/matrix/shard duration and utilization;
• cache hit rate, restore/save time, compressed size, invalidation causes;
• artifact size/retention/download rate;
• retries, flakes, cancellations, timeouts, failures by cause;
• runner resource class, OS multiplier, concurrency, vCPU/RAM/disk;
• external service wait and network egress;
• normalized provider units and monetary cost.

Anchor measurements to exact workflow/ref and runner image.

Procedure

1. Draw the critical path

Use the job DAG and actual durations. Optimize the longest dependency chain first, not the visually largest job. Check whether final gate jobs serialize unnecessarily or wait on optional work.

2. Eliminate waste before adding capacity

• Cancel superseded branch/PR runs with correct concurrency groups.
• Avoid duplicate push and pull-request execution for the same commit unless each has a distinct trust contract.
• Use path routing only when it fails closed and handles merge base, force push, rename/delete, root commit, and unusual filenames.
• Remove dead matrix cells and duplicate scanners.
• Separate scheduled/deep checks from fast required PR gates while retaining a clear merge invariant.

3. Right-size matrices and shards

• Every matrix axis must cover a named compatibility or risk boundary.
• Bound dynamic matrices and validate generated values.
• Balance shards by historical duration, not test count alone.
• Decide fail-fast based on diagnostic value and quota economics.
• Avoid a matrix explosion from independent axes that do not need full Cartesian coverage; use pairwise/targeted combinations with explicit full-suite cadence.

4. Make caches correct first

Cache keys include dependency lock digest, tool/runtime version, OS, architecture, and behavior-changing config. Measure whether cache transfer costs more than rebuild. Never share less-trusted caches into privileged jobs. Avoid caching build outputs whose correctness depends on hidden environment state.

5. Control artifacts and logs

• Upload only diagnostics or outputs with an identified consumer.
• Compress appropriately and set minimum retention.
• Do not upload on success when the artifact is only needed on failure.
• Split large artifacts and avoid repeated cross-job transfer when a single job is safer/faster.
• Keep release evidence longer than ephemeral test logs according to policy.

6. Right-size runners

Benchmark workload, not marketing vCPU count. Compare queue + runtime + multiplier + reliability. Larger runners can be more expensive even when faster and are billed on public repositories. For self-hosted capacity include idle time, autoscaling delay, image maintenance, security isolation, and incident operations.

7. Bound retries and external dependencies

Retry only transient, idempotent operations with jitter and ceilings. Cache/package mirrors and service containers may reduce network variance but add freshness/security responsibilities. Measure dependency outage amplification.

8. Verify equivalence

For every optimization prove:

• same required behaviors and assertions;
• no lost OS/runtime/event/tier coverage;
• no weakened security boundary;
• stable or improved flake rate;
• measured critical-path/resource improvement with variance;
• acceptable maintenance complexity.

Output contract

Return baseline metrics, bottleneck proof, proposed change, expected model, experiment design, observed before/after distribution, cost normalization, correctness equivalence, and rollback threshold.

Anti-patterns

• optimizing line count instead of runtime;
• broad caches with unsafe restore prefixes;
• arbitrary parallelism that saturates databases or quota;
• increasing timeouts instead of diagnosing work growth;
• hiding slow tests on an optional schedule;
• comparing credits to minutes without resource class;
• claiming savings from one warm run.
