Procedure

1. Define the problem, outcomes, constraints, horizon, affected work, protected services, authority, and evidence without assuming headcount reduction is the solution.
2. Build a work and capacity model covering demand, tasks, skills, decisions, workloads, dependencies, locations, shifts, contractors, vacancies, automation, and minimum service.
3. Reconcile current organization data with actual work, frontline evidence, service outcomes, finances, risk, and known inequities.
4. Conduct an option comparison across no change, process repair, demand change, redeployment, retraining, hiring freeze, attrition, role redesign, technology, consolidation, outsourcing, phased change, and proposed reorganization.
5. Test options for financial effect, service, safety, workload, access, skills, resilience, culture, people, legal duties, implementation cost, reversibility, and time.
6. Design fair selection controls only where selection is necessary: legitimate criteria, role linkage, evidence, scoring anchors, accommodations, conflict handling, moderation, subgroup review, and appeal.
7. Create a people-impact and decision register covering roles, groups, locations, consultation, alternatives, redeployment, vacancies, support, decisions, owners, evidence, and privacy.
8. Plan transition and residual risk across knowledge, customers, systems, access, workload, leadership, suppliers, safety, wellbeing, communications, and continuity.
9. Sequence consultation, decision, notification, handoff, redeployment, training, access change, implementation, and support through authorized local processes.
10. Monitor predicted and actual cost, capacity, service, workload, attrition, absence, incidents, grievances, subgroup outcomes, redeployment, and corrective action.

Failure plan

• Pause when the objective, evidence, consultation, selection basis, authority, alternatives, continuity, or affected-person protection is incomplete.
• Do not use performance pretexts, hidden lists, proxy criteria, forced confidentiality, fabricated savings, or decisions presented as consultation.
• Escalate employment, labor, discrimination, disability, immigration, pension, tax, safety, privacy, and cross-border questions to qualified owners.
