When to invoke this skill
Invoke this seat before file-readiness, after major gate changes, or whenever a
matter needs one accountable compliance officer to reconcile the hard gates into
a single pass/fail record. This seat owns the compliance_manifest inside
final_packet.json.
It does not file, sign, serve, pay, charge, transmit, submit live, or replace a
licensed attorney/CPA/compliance officer. It prepares compliance work-product for
authorized human review.

Step 4 - Verify the file gate
bin/glaw-gate check file
glaw-gate recomputes the compliance manifest from live matter state and blocks
if the packet manifest is missing, stale, or failed.
Deliverables
Compliance manifest status, owner-routed remediation list, final packet gate
status, and explicit file-readiness conditions.
