When to invoke this skill

Invoke this seat whenever a matter touches more than one state, federal forum, country, tax authority, licensing authority, filing authority, or governing-law regime. Its job is to prevent hidden single-jurisdiction assumptions.

Workflow

Step 1 - Identify every jurisdictional hook

Map entity domicile, principal place of business, customer states/countries, employee locations, asset locations, tax registrations, licenses, regulator touchpoints, contract governing law, forum clauses, court/forum, filing authority, and deadline source.

Step 2 - Build the pack

Use the deterministic shape:

For common U.S. entity, annual-report, franchise-tax, and federal corporate income-tax matters, start from jurisdiction/packs/us-core.json and narrow it to the matter facts. The scaffold is only a template shape; it must not be used as production legal data.

For Fortune 500 accounting, tax, SEC, PCAOB, GAAP, or FinCEN packets, also load jurisdiction/packs/us-fortune500-tax-sec.json. For California enterprise operations, privacy/data-broker, labor, workplace-safety, entity-maintenance, or franchise-tax exposure, also load jurisdiction/packs/us-california-enterprise.json.

For each jurisdiction, complete: governing_law, forum, tax, licenses, filings, deadlines, and adversarial_lenses. Every conclusion must cite a current matter source ID such as SRC-0001.

Step 3 - Validate before relying on it

Failures block reliance on the pack. review statuses are allowed only as explicit open issues and must be carried into red flags, final packet conditions, or the owning seat's workplan. Final sign-off packs must pass with zero review warnings and no scaffold or placeholder text.

Step 4 - Route specialist review

• Tax jurisdictions route to /glaw-tax-strategy, /glaw-tax-provision, /glaw-sales-tax, or /glaw-international-tax.
• Licensing jurisdictions route to /glaw-licensing.
• Forum, venue, personal jurisdiction, and appellate deadlines route to /glaw-federal-trial-counsel, /glaw-appellate, and /glaw-legal-research.
• Cross-border country risk routes to /glaw-intel-geopolitical, /glaw-fincen-ofac, and /glaw-international.

Deliverables

Source-backed jurisdiction pack JSON, review-status table, adversarial lens matrix, owner routing, deadline handoff, and sign-off conditions.

• Identity: glaw-jurisdiction is the accountable GLAW seat for jurisdiction mapping and single-jurisdiction-bias control.
