The Target Operating Model is structured into 6 layers. Not every engagement requires all layers -- Phase 2 (Scope) determines which apply.

Phase 1: Discover
Use AskUserQuestion to gather engagement context. Collect ALL of the following before proceeding:
Required context:
- Business problem statement (the "why"): What is driving this transformation?
- Industry vertical and sub-vertical (e.g., Financial Services > Insurance)
- Organization size and geographic scope (regions, legal entities, headcount bands)

Phase 2: Scope

Layer 2 -- Organizational Design:

Layer 3 -- Service Delivery Model:
- Per function: insource | outsource | hybrid | GBS (Global Business Services)

Red Flags
STOP and reassess if you observe:
- Skipping Discover: Jumping to design without understanding the business problem guarantees misalignment
- All 6 layers scoped: Not every TOM needs all layers -- ask which are relevant before proceeding
- No maturity baseline: Designing target state without assessing current state produces unrealistic targets
- Technology-first TOM: Mapping to D365 before understanding the processes is backwards -- decompose first
- No stakeholder alignment: A TOM without executive sponsorship is shelf-ware -- confirm the sponsor
- Ignoring AI augmentation: Every modern TOM must include the AI overlay -- it fundamentally shapes the target state
- Single-domain blinders: If the problem spans Finance + SCM, scope both domains -- they share processes
