对提测分支做 diff-based LLM 静态代码扫描，只产出可复现 bug。**必须触发**当用户要求：静态扫描、static-scan、提测分支扫描、扫描 release 分支、scan branch、--repo 静态扫描。**禁止触发**当仅需分析单个文件而不需要 diff 对比（应走代码审查）或需生成测试用例（应走 test-case-gen）。输出：JSON bug 数据 + HTML 报告。
