CVE Response Rules (from brain/cve-policy.md):
- Critical/High severity → upgrade immediately, test, PR same day
- Medium severity → schedule within current sprint
- Low severity → batch with next dependency update cycle
- NEVER blindly upgrade majors — check breaking changes first
