Safely refactor .NET / C# code at Senior Engineer level — diagnose code smells, classify risk (SAFE/RISKY/DANGEROUS), check the test safety net (or add characterization tests first), apply smallest-change-at-a-time for one smell, preserve behavior, match project convention.
