## 何时使用

- "GB/T 9254.1 等同 CISPR 32 吗？"
- 出海项目评估需要额外测试项
## 用法
```bash
# 按测试项对比
python3 tools/standards_tool.py diff --test RS
python3 tools/standards_tool.py diff --test RSE --dimension 限值
# 按标准号对比等同关系
python3 tools/standards_tool.py diff --standard "GB/T 9254.1"
# 按地区对比（影响哪些测试）
python3 tools/standards_tool.py diff --from CCC --to CE
```

- `knowledge/standards/discrepancies.yaml` — 差异权威库
- `knowledge/standards/index.yaml` — 等同关系字段（`equivalence`）
