When to invoke this skill

CUO routes a request here when the user wants to:

• "Turn this into a VULNERABILITY_MGMT_REPORT."
• "Generate v2 of the VULNERABILITY_MGMT_REPORT from the updated source."
• "Draft a VULNERABILITY_MGMT_REPORT for ."

If the user asks to audit an existing VULNERABILITY_MGMT_REPORT, route to vulnerability-management-report-audit instead. If both, the supervisor chains the two.
