Maintains a multi-layer map of a monorepo or multi-repo system (Master + Slave maps, ASS/PASS significance files, ReadMyAss human guides) and evaluates whether third-party repos add value, are redundant, or could conflict. Trigger via /pam. Auto-trigger phrases: 'ask PAM', 'PAM, ...', 'update the map', 'is this repo useful'.
