Curiosity Auto-Trigger — Gap → Action Wiring
Purpose: Transform gap detection into immediate skill installation.

Mission
Wire curiosity engine to auto-trigger on capability gap detection:
- Detect gap → Install skill → Autonomy increased
- No manual deliberation for low-risk skills
- Relevance ranking prioritizes high-impact gaps

Output Discipline
Auto-install ONLY if:
- Priority ≤ medium (low-risk)
- Skill exists in ClawHub catalog
- No deliberation proposal pending
- Autonomy score will increase
Defer to deliberation if:
- Priority = critical (triad skills)
- Priority = high (security/resilience)
- Skill modifies core architecture
- Requires quorum approval
