Host the memory-of-use ledger's schema/counting/status-vocabulary convention and the confirmed-proposal apply/verify/rollback/SECGATE machinery — the single, mandatory, deny-listed skill so this governing prose is reliably present from setup (Mode A + Mode B) and can never itself be an apply's target (ADR-061)
Host the skill-content pull flow — classify every installed curated skill via fresh-bytes-on-both-sides against the on-disk pool and the workspace's own install manifest, offer per-component updates with no silent overwrite, and stand as the mechanism that backfills the three mandatory safety skills (self-apply, self-archive, self-upgrade) into any workspace that runs this flow — Face 1 of the v2.19 Persistency Layer (KDQ-PULL), kept textually distinct from self-upgrade's engine-version Face 2 (ADR-072/073)
Host the auto-cleaning move-eligibility gate, destination gating, reversible-move-log rollback, and reference-integrity verification for proposing a stale/superseded file's relocation into the local archive convention — the sibling, mandatory, deny-listed skill to self-apply, holding the PATH-relocation operation type separately so neither module carries two verification concerns (ADR-066)
Host the kit-version walk-forward contract and the two-write-class self-integrity invariant (verify-then-swap on safety machinery) for replacing a workspace's own engine/framework machinery across kit versions — the third deny-listed sibling to self-apply/self-archive, dormant at v2.19 (zero real forward-walk targets) but installed and reachable now so no future rung has to backfill the gate (ADR-071)

Run a periodic Collect, Process, Review, and Plan pass across workspace files to surface what's stalled, due, and worth prioritizing next week

Use action-items when the user needs a clear, owned, actionable list extracted from a meeting transcript, email thread, chat log, or working document. This skill is appropriate any time a session or document produces decisions and next steps that need to be captured before they are forgotten or scattered. Use it after a meeting, when reviewing a long email thread, when processing a document that contains tasks, or when the user needs to delegate or track follow-ups. Do NOT use it to summarize discussions or produce meeting minutes — this skill produces only actionable items, not narrative recaps.
[Needs clarification] with a brief note on what is unclear. Do NOT resolve ambiguity by assuming.Numbered list. Each item on a separate block: **Action:** [imperative sentence] / **Owner:** [name or TBD] / **Deadline:** [date/timeframe or TBD]. Items with clarification flags appear at the end of the list, labeled [Needs clarification]. Resolution summary follows the list: Unowned items: N, No-deadline items: N, Clarification needed: N. No prose narrative, no headers other than a single ## Action Items heading.
Input: "Meeting notes: Discussed Q3 roadmap. Sarah will finalize the budget by next Friday. We agreed to move the launch to October. Someone needs to update the website copy before then. John to schedule a follow-up call next week."
Output:
Action: Finalize Q3 budget. Owner: Sarah Deadline: Next Friday
Action: Update website copy before October launch. Owner: TBD Deadline: Before October launch
Action: Schedule follow-up call. Owner: John Deadline: Next week
Unowned items: 1 (item 2 — no owner named for website copy update) No-deadline items: 0 Clarification needed: 0
Action-items output is structural and does not use the user's writing voice. The context/writing-profile.md tone and register preferences do not apply to numbered task lists, ownership labels, or deadline fields. If the user's profile includes specific formatting preferences for task lists (e.g., use Markdown checkboxes instead of numbered items), honor those preferences for the list format only — not the content.
