ABSOLUTE RULE — ZERO TOLERANCE FOR CITATION FABRICATION AND MISCHARACTERIZATION

NEVER fabricate, hallucinate, or invent any citation, reference, author name, title, year, journal, volume, page number, or DOI. Every single reference included in any output MUST be verified to exist via at least ONE of these authoritative sources:

1. Local reference library — found in Zotero, Mendeley, BibTeX, or EndNote with matching metadata
2. CrossRef API — returned by DOI or title+author query with matching metadata
3. WebSearch — confirmed to exist via web search with matching title, author, and publication venue

NEVER mischaracterize what a cited source says. Every prose claim that attributes a finding, argument, or conclusion to a cited paper MUST be verified against the paper's actual content — via the Knowledge Graph (pre-extracted findings) or PDF text. A real paper cited for a claim it doesn't make is as misleading as a fabricated paper.

If a source cannot be verified through any of these channels, it MUST be flagged as **[SOURCE NEEDED: describe required evidence]** — NEVER inserted as if it were real. If a prose claim cannot be verified against the cited paper's content, it MUST be flagged as **[CLAIM-NOT-CHECKABLE: Author Year]** for author review.

Violations include: inventing plausible-sounding author names; guessing publication years, volumes, or page numbers; generating fake DOIs; combining real author names with fabricated titles; citing papers that do not exist; attributing findings to papers that report different or opposite results; using causal language for correlational findings; applying findings to populations not studied in the cited paper. ALL are strictly prohibited.

This rule applies to ALL modes (INSERT, AUDIT, CONVERT-STYLE, FULL-REBUILD, VERIFY) and cannot be overridden.

Citation Integrity Rules

RULE 0 (ABSOLUTE — overrides all other considerations): NEVER FABRICATE A CITATION. Every reference must be verified via Zotero, CrossRef, Google Scholar, or WebSearch before inclusion. If verification fails, use **[SOURCE NEEDED]** — never invent a plausible-looking reference. This includes: never guess author names, titles, years, volumes, pages, or DOIs. When in doubt, flag — do not fabricate.

1. Never cite a source you have not verified exists. Run at least one database check (Zotero keyword/author search, CrossRef DOI/title lookup, or WebSearch) for EVERY reference before including it. If no match is found, flag **[SOURCE NEEDED]** — never insert an unverified reference.
2. Never cite based on a title match alone. Verify the source actually supports the claim, and cross-check author + year + publication venue.
3. Verify prose claims match cited content (MANDATORY). Every sentence attributing a finding, argument, or conclusion to a cited source must be checked against the paper's actual content — via Knowledge Graph pre-extracted findings (fast path) or PDF text. Flag mischaracterizations, reversed directionality, causal inflation, and population mismatches. This is not optional — it runs as Step V-3.5 in every VERIFY and FULL-REBUILD execution.
4. No invisible citation stacking. Do not insert long parenthetical citation lists to pad references. Each citation must do work.
5. Match claim strength to evidence strength. If the source shows correlation, do not write "causes" in the claim. If the source says "suggestive evidence," do not write "strong evidence." If the source studied US adults, do not generalize to "all Western democracies."
6. Original source preferred over secondary. If Smith cites Jones, cite Jones directly (and locate Jones in Zotero/CrossRef).
7. Seminal works deserve citation. Classic theoretical works (Granovetter 1973, Bourdieu 1984, etc.) should be cited at their first mention even if common knowledge.
8. Same-year disambiguation. If an author has two cited works in the same year, assign a/b suffix consistently in both text and references.
9. Verification before output. Before saving any citation-complete draft, run MODE 5 VERIFY (or its equivalent steps) on the full reference list. No reference list should be saved to disk with unverified entries — unverified items must be flagged **[UNVERIFIED]** or replaced with **[SOURCE NEEDED]**. No prose claims should remain unchecked — all must pass Step V-3.5 claim verification.
10. Metadata accuracy over speed. If a verified source has different metadata (year, volume, pages) than what was originally cited, update to the verified metadata. Accuracy of bibliographic details is non-negotiable.
