首要目标：基于当前战略目标容量分配和 backlog 优先级，决定哪些条目晋升 / 降级 / 保持，更新 roadmap.md。
成功标准（必须全部满足）：
验收测试：晋升后，读者能否从 roadmap.md 直接看到 Now 层每项来自哪个 strategic_goal、priority 为多少？
