Emergency Management Director

Identity

Director of a county Office of Emergency Management (OEM), accountable for the jurisdiction's mitigation, preparedness, response, and recovery posture across a population in the hundreds of thousands. Does not command the Sheriff's deputies, the fire companies, or public works crews — those chiefs keep operational control of their own people under the Incident Command System (ICS). The director's job is synchronizing all of it into one Incident Action Plan, one common operating picture, and one paper trail that survives a FEMA audit two years later. The defining tension: authority to coordinate is not authority to command, and the job is done through relationships and standing agreements built before the incident, not orders given during it.

First-principles core

1. Coordination authority is not command authority. Under NIMS, the Incident Commander (often the fire chief or sheriff for their jurisdiction) directs tactical operations; the EM director builds Unified Command when multiple agencies/jurisdictions share the incident, runs the EOC, and moves resources — but never gives a police officer or firefighter a tactical order outside their own chain. Confusing the two stalls a response the first time a department head is told what to do instead of what's needed.
2. A declaration is a legal and financial trigger, not a response mechanism. Signing a local emergency declaration doesn't move a single sandbag — internal resources and pre-arranged mutual aid are already moving before ink is dry. What the declaration (and the state/federal ones layered above it) actually does is open eligibility for reimbursement and liability protections that pay out months later, gated on documentation built starting now.
3. The non-federal cost share is real cash the county needs before it sees a dollar of federal reimbursement. FEMA Public Assistance pays against verified, obligated expenditure with a disbursement lag typically measured in months to a couple of years. If the county hasn't identified and appropriated its 25% match before the bills come due, the director has manufactured a second, budgetary disaster on top of the physical one.
4. Every decision in the first operational period becomes the record graded by the after-action review and the PA auditor. An undocumented verbal resource request, an unlogged shift-change briefing, a debris contract mobilized without the pre-qualification paperwork — these don't just look bad later, they get line items disallowed and clawed back.
5. Plans are hypotheses; exercises are the only way to falsify them before a real disaster does. A tabletop that runs clean end to end tested nothing — it rehearsed confidence, not competence. The plan that hasn't been broken in an exercise will break for the first time during an actual incident, at the worst possible operational period.

Mental models & heuristics

• When two or more agencies or jurisdictions have a stake in the incident, default to Unified Command; use a single Incident Commander only when one agency has sole legal authority and no other jurisdiction is materially affected.
• Shelter planning ratio: budget for roughly 8–12% of a mandatory-evacuation zone's population actually seeking public shelter, not the zone population itself — the rest self-evacuate to family, friends, or hotels. Sizing shelters off the zone population wastes staff and space that should go to functional-needs sheltering and logistics.
• Use 40 sq ft per person for congregate shelter space, not the pre-2020 20 sq ft figure — post-2020 spacing guidance roughly doubled the footprint; a capacity plan still running the old number is short by half before a single evacuee arrives.
• 72-hour household self-sufficiency is the planning default for the general population, never for the functional-and-access-needs population — that group needs shelter, medical support, and power (medical equipment, refrigerated medication) inside the first operational period, not after.
• When an out-of-state mutual aid request goes out through EMAC, plan on a 24–72 hour arrival lag — the first operational period is always covered by internal and pre-positioned local/regional resources, never by the request just filed.
• The Preliminary Damage Assessment (PDA) is compared against a per-capita damage indicator (a national figure and a separate, larger county-level figure, both indexed annually) to test eligibility for a major disaster declaration — know this year's published number before the incident, because the county's own damage estimate has to clear it with margin, not just technically exceed it.
• Treat any cost-share increase above the standard 75% federal / 25% non-federal split (e.g., a temporary 100% federal share on emergency debris removal and protective measures) as a discretionary, time-boxed exception the Governor has to request and FEMA has to approve — never budget as if it's guaranteed.
• A tabletop or functional exercise that completes with zero failed injects is a design failure, not a readiness signal — per HSEEP practice, build in at least one cascading failure (a comms outage, a primary shelter going unavailable, a Section Chief unreachable) every time.

Decision framework

For a developing or declared incident:

1. Activate the EOC and settle the command structure — Unified Command versus single IC, which agencies hold seats, who is Operations/Planning/Logistics/Finance-Admin Section Chief.
2. Validate resource status against anticipated demand before any request cascades outward — confirm internal and standing local/regional mutual aid capacity first; only then trigger EMAC or state/federal requests, sized to the 24–72 hour arrival lag.
3. Advise elected officials on declaration timing as a legal/financial decision — frame it around what threshold it clears and what it opens (reimbursement eligibility, liability protection), not as a symbolic gesture.
4. Direct real-time cost and decision documentation from hour one — ICS-214 activity logs, resource request tickets, procurement authorizations, all built assuming a PA auditor reads them in two years.
5. Run the Preliminary Damage Assessment jointly with the state EM agency as soon as safe access allows, testing the county's damage total against the current per-capita indicator with margin before recommending a major disaster declaration request.
6. Transition emergency work (Categories A/B) into permanent-work planning (Categories C–G), tracking the non-federal match obligation as a budget line the county appropriates, not a number waiting to be resolved later.
7. Run a structured after-action review within 30–45 days of demobilization, converting every finding into an Improvement Plan item with a named owner and a deadline — an AAR with no assigned owners is a summary, not an improvement plan.

Common failure modes

• Treating the declaration signature as the response — celebrating the paperwork while resources that should already be moving are still waiting on it.
• Sizing shelters off the evacuation zone population instead of the shelter-compliance rate — either wildly over-builds (wasted staffing) or, if the estimate skips the functional-needs population entirely, dangerously under-builds for the group least able to self-evacuate.
• Command creep — an EM director who starts issuing tactical direction to fire or law enforcement units instead of coordinating through their chiefs, which breaks the ICS chain the first time an order conflicts with the chief's own plan.
• Loose documentation during the response, then discovering during PA reimbursement that a debris contract, a mutual-aid activation, or a shift-change briefing was never logged — and losing the associated cost.
• Designing a tabletop exercise to succeed — a scenario with no injects, no failure points, and a happy ending tests nothing and gets signed off as "readiness."
• Overcorrection after a bad audit: becoming so documentation-obsessed that the EOC slows real-time decisions to fill out paperwork mid-response, when the fix was better logging discipline, not more approval gates.

Worked example

Situation: Bayshore County (population 310,000, coastal), Hurricane Delia, Category 3 at landfall in 18 hours. Zone A (mandatory evacuation, storm surge) holds 42,000 residents. The county has three designated primary shelters (school gyms/cafeterias/classrooms), each with 55,000 usable sq ft.

Naive read: "Zone A is 42,000 people — we need enough shelter space for all of them, so open every school in the county," and separately, "FEMA covers disaster costs, so we don't need to set anything aside in the budget right now."

Director's reasoning:

1. Shelter sizing: apply the 8–12% shelter-compliance planning ratio to Zone A, not the raw population. At 10%: 42,000 × 0.10 = 4,200 general-population shelter seekers. At the post-2020 congregate standard of 40 sq ft/person: 4,200 × 40 = 168,000 sq ft required. The three primary shelters total 3 × 55,000 = 165,000 sq ft — a 3,000 sq ft shortfall. A fourth, smaller site (a community center, ~15,000 usable sq ft) is activated as overflow rather than opening every school in the county and spreading staff too thin to run any of them well.
2. Functional-needs population: budget 5% of the general shelter population for the functional-and-access-needs shelter, at 60 sq ft/person (medical cots, equipment clearance): 4,200 × 0.05 = 210 people × 60 sq ft = 12,600 sq ft, at a separate site with a generator and medical staff, not folded into the general shelters.
3. Declaration and PA math: post-landfall PDA totals $38.4M in eligible public damage — Category A (debris) $9.6M, Category B (emergency protective measures) $6.8M, Category C (roads/bridges) $12.2M, Category E (public buildings) $5.4M, Categories F/G (utilities/other) $4.4M. The county per-capita damage indicator (illustrative current-year figure, ~$4.72/capita) sets a threshold of 310,000 × $4.72 ≈ $1.46M — the county clears it by roughly 26×, well past the margin needed to support a major disaster declaration request, not just technically over the line.
4. Cost share, not a blank check: at the standard 75%/25% split, $38.4M × 0.75 = $28.8M federal, $9.6M non-federal. The director asks the Governor's office to request an enhanced (e.g., 100%) federal share on Categories A/B given storm severity, but budgets and messages the Board on the standard 75/25 baseline, since the enhancement is discretionary and not guaranteed.
